Political Dynamics and Pakistan Peoples Party’s Return to Power in the 1988 Elections

Abstract

This paper examines the contribution made by the Pakistan Peoples Party (PPP) to the first government of Benazir Bhutto, 1988 to 1990. It looks at the role in which the leadership of the party, their internal structure and internal strategies contributed to political governance in this period. The paper will focus on the key political and ideological agenda of the PPP, as follows, its policy agendas, manifesto promises, and the impact of factionalism, leadership factions, and pressure groups on the efficiency of the government. It further talks about the struggles of Benazir Bhutto as the first women Prime Minister in a male dominated political system in Pakistan such as the resistance against the party by the conservatives, instability of the party as an institution, and the wrangling among the intra-party matters of the PPP as it decided to convert its ideological dream into political reality.The paper discusses the obstacles Benazir Bhutto was faced with in transforming her party ideology into working government, talking on the challenges such as opposition against the party by the conservatives, the institutional constraints of the party and the P It also identifies the ways in which the party priorities shaped the legislative agenda, cabinet appointments, and the policy decisions, and the ways in which the internal divisions sometimes slowed down the decision-making process or produced tension within the sphere of government. It also examines the electoral strategy in restoring the lost public favor in the 1988 elections and retaining political stability during the transitioning democracy. To sum up, this study offers a profound insight into the political orientation of the PPP, its ideological background and the issues of ruling a government within a male-dominated political system in real life. It may provide an idea about what strategies the party was using, at what ideological principles it acted, how inner processes impacted the functioning of a state and the decisions which were made, as a part of the general picture of the political history in Pakistan.
